Case Solutions: Mail Transport Equipment Service Center Client: USPS

Situation: Opportunity to bid for a 10 year, $300 million contract to service postal equipment in one of six clusters, each comprising three postal regions as defined by the USPS Bid Request. Each bidder could submit bids for up to six clusters, but could be awarded, at most, only one cluster. The estimated cost, per cluster, to submit a bid was $250,000 to $350,000.

Case Industrial Partners was hired to assist in the analysis and evaluation of the opportunities for a national government contract warehouser who had been successful in the past in winning postal service contracts. This project far exceeded the scope of the previous contracts, however. The bid request from the USPS filled 20 three-inch binders and included a fourteen-page set of construction plans for the "optimum" building.
